It is a monument commemorating the suffering of around 27,000 Boer women and children who died in British concentration camps during the Boer War. The monument was designed by a Pretoria architect, Frans Soff, and the sculpting is by Anton van Wouw. It consists of an obelisk about 35m in height and low, semi-circular walls on two sides. A central bronze group, sketched by a hero of the Boer War Emily Hobhouse depicts a personal experience that took place on 15 May 1901. It shows two sorrowful women and a dying child in the Springfontein camp. The monument was unveiled on 16 December 1913, attended by about 20,000 South Africans. Thirteen years later, Emily Hobhouse's ashes were ensconced at the foot of the monument.

Reitz in 1890 and the building was completed in 1893. The Fourth Raadsaal is a Renaissance-style building in red brick with a prominent dome and a portico of Ionic columns. The last session of the Parliament of the old Boer republic of the Orange Free State was held here before the occupation of Bloemfontein by British forces in March 1900. Today, the building is home to the Free State Provincial Legislature.
