This one is maybe the most beautiful building in Oslo, and has paintings on the inside walls, and a beautiful staircase. There is also a nice café inside.

The National library. Beautiful building and a good place to read/work. Nice café on the second floor.

The national library has a nice section with desks for studying or working. It also has a nice café if you want a more lively vibe.
